if what you are manipulation is blurred, you your self, have to blur your tools. The holes or splatters on the eye are in perfect focus, but the eye itself is not, giving it a cartoony feel. Blur it all if you can't find a better quality image.

lol - um the bottom shadow i'm pretty sure is wrong. - and i'de make it a lot dark to make up for some imperfetions, perhaps add some grain or incrase sharpness to fix it up, and add an over all layer effect omake it seem like everything is one pic

hm, lombi's eye is a bit better than mine, i didn't notice the lightening up of the man's siloutte until reading it... but he's right, i'de just ignore the guy all together, the tree is what is beautiful.
